MARTIN B. LEVINE, MAI is a co-founder and Chairman of Metropolitan Valuation Services, Inc. Mr. Levine has more than 40 years of experience in real estate appraisal and has appraised virtually every property type and performed a vast array of consulting assignments including feasibility and alternative use studies. Mr. Levine's clients include local, regional, national and foreign banks, Wall Street conduits, insurance companies, pension funds, private investors, government agencies and attorneys. Mr. Levine is a Designated Member of the Appraisal Institute (MAI) and is certified by the State of New York as a Real Estate General Appraiser. Mr. Levine received his Bachelor of Architecture and Master of City and Regional Planning degrees from Pratt Institute. He has served as Chairman of the Admissions Committee of the Metropolitan New York Chapter of the Appraisal Institute, and he has served on the Chapters Board of Directors. Mr. Levine has been qualified and testified as an expert witness in New York, Brooklyn, Newark, Riverhead and Mineola courts.

STEVEN J. SCHLEIDER, MAI, FRICS, LEED AP BD+C is President of Metropolitan Valuation Services, Inc. and co-founded the firm to serve a broad-base of clients developed over his career in real estate. Mr. Schleider is a designated member of the Appraisal Institute (MAI), a fellow of the Royal Institute of Chartered Surveyors (FRICS) and is certified by the State of New York and State of New Jersey as a Real Estate General Appraiser. Mr. Schleider is also a LEED Accredited Professional with specialty in building design and construction (Leadership in Energy and Environmental Design) of the United States Green Building Council (USGBC). Additionally, Mr. Schleider has developed and conducted seminars relating to multi-family valuation issues for the New York City Housing Development Corporation and the New York State Housing Finance Agency. Mr. Schleider served as the 2011 President of the Metropolitan New York Chapter of the Appraisal Institute. Starting in 2003, Mayor Michael Bloomberg appointed and re-appointed Mr. Schleider 3 times to the New York City Rent Guidelines Board: where he served for 11 years. Mr. Schleider is a member of the Real Estate Board of New York and currently serves on its Housing Committee and has chaired its Appraisal Committee.
Executive Vice President
PETER C. RASTETTER, MAI is a Executive Vice President, a Designated Member of the Appraisal Institute (MAI) and is certified by the states of New York and New Jersey as a Real Estate General Appraiser. Mr. Rastetter is primarily responsible for the appraisal of residential development land and complex multifamily properties, including construction and permanent loans for HFA-type 80/20 rental apartment buildings incorporating real estate tax benefits and low floater rate tax-exempt bond financing, super-luxury condominium developments, Low Income Housing Tax Credits and tax-exempt bond financing, and properties encumbered by long-term ground leases.
Executive Vice President
DAVID C. LYON is an Executive Vice President with over 16 years of experience in the valuation of a variety of income-producing properties within the Metropolitan New York and Northeast regions, as well as assignments completed on a nationwide basis and the Caribbean. Mr. Lyon is primarily responsible for the valuation of the firm's most complex commercial assignments and directs the firm's Litigation Support Division providing valuation and consulting services for tax certiorari and commercial arbitration cases. Mr. Lyon is certified by the states of New York and Illinois as a Real Estate General Appraiser, and is a Candidate for Designation with the Appraisal Institute.
DENNIS P. RYAN, MAI, Ph.D is a Senior Vice President, a Designated Member of the Appraisal Institute (MAI), and has more than 34 years of experience in real estate appraisal and consulting having appraised assets in 44 states. He is primarily responsible for the appraisal of complex commercial properties, with particular expertise and experience in retail and mixed use properties nationally and in the New York metro area. Mr. Ryan has authored articles on valuation issues, has been an expert witness in state and federal courts, and continues his long-term role as the coordinator and chief appraiser for ongoing national portfolio work for several major REITs and private equity firms.
DOUGLAS D. GEDDES, MAI is a Senior Vice President, a Designated Member of the Appraisal Institute (MAI) and is certified by the states of New York, New Jersey and Connecticut as a Real Estate General Appraiser. Mr. Geddes holds a MBA and from Drexel and heads the firms HUD-based practice which includes section 8 programs, HUD Multifamily Accelerated Processing (MAP) assignments, marketability and feasibility analyses, and rent comparability studies. Mr. Geddes served on the Board of Directors of the Metropolitan New York Chapter of the Appraisal Institute and as a Regional Representative to Region IV of the Appraisal Institute. He has chaired the chapter’s Candidate Guidance Committee.
DIANE VIGGIANO, MAI, AI-GRS is a Senior Vice President, a Designated Member of the Appraisal Institute (MAI) and holds the AI-GRS designation for review appraisal work; and, is certified by the states of New York and New Jersey as a Real Estate General Appraiser, is an adjunct instructor, New York University, Schack Institute of Real Estate, on the subject of real estate valuation modeling & feasibility analysis; an instructor for the Appraisal Institute and AQB Certified USPAP instructor, and, is a qualified expert witness. With her financial investment analysis background, specialization in litigation and complex property valuation assignments, and experience as a senior commercial property review appraiser for one of the larger bank holding companies, Ms Viggiano has staff development and quality control responsibilities.
DONALD LEE is a Senior Vice President, team leader, and has over 12 years of appraisal experience in a variety of income producing properties including multifamily rental and cooperative apartment buildings, government subsidized housing facilities, and mixed-use properties incorporating retail, community facility, and garage components. He is responsible for overseeing the ongoing New York metropolitan area multifamily portfolio work. Mr. Lee is certified by the State of New York as a Real Estate General Appraiser and is a Candidate for Designation with the Appraisal Institute.
